Hungary joins Poland-led AI Gigafactory bid

Hungary is joining the Poland-led AI Gigafactory consortium that already includes Czechia and Lithuania, marking a significant upgrade from the country's previous position as one of the EU's lighter-touch "AI Factory Antenna" participants. Poland and Czechia are each contributing €100 million, Hungary €25 million, and Lithuania €5 million in the first phase.

Science and Technology Minister Zoltán Tanács announced the move at a government briefing on 16 July, framing Hungary’s accession to the consortium as part of a broader push to pull Hungary out of the assembly-plant role it has occupied in the European economy. The government is financing the initiative through a €500 million concessional credit line at 2 percent interest with a ten-year grace period, covering Hungary's Gigafactory contribution alongside subsidised AI access for businesses and startups, an R&D co-financing fund, and continued domestic HPC development. Of that total, roughly €125 million is earmarked specifically for the Gigafactory bid itself: €25 million in the initial phase, with a further €100 million potentially following in a second phase as capacity expands. This could give Hungary a substantive ownership and access position in a facility exceeding 100,000 GPUs, Tanács said.

From Antenna to consortium partner

The shift is notable given where Hungary started. When EuroHPC selected its first wave of 19 AI Factories in October 2025, Czechia and Poland each secured full-scale facilities – CZAI in Ostrava, and PIAST and Gaia in Poznań and Kraków respectively – while Hungary and Slovakia were limited to AI Factory Antennas, a participation model that grants remote access to existing capacity without the country hosting any infrastructure of its own.

Gigafactory-tier participation is a different order of commitment. The upper tier of the EU's AI Continent Action Plan is designed for facilities running up to 100,000 AI-optimised processors, capable of handling the full lifecycle of frontier-scale AI models – training through industrial deployment – rather than the smaller research- and SME-oriented workloads the Antenna model was built for.

The significance of Hungary's accession is more strategic than operational: Hungarian companies' current needs are comfortably met by the Antenna tier, and even without co-investing, EuroHPC rules would still let Hungary procure Gigafactory compute as a customer later on. What co-investment secures instead is preferential capacity allocation over market-rate purchasing, a governance stake in how the consortium is run, and a hedge against frontier-scale compute becoming a scarce, rationed resource in the years ahead.

Joining an existing CEE bid

The consortium Hungary is entering has its own history of consolidation. Poland originally assembled a four-country Baltic AI GigaFactory bid with Estonia, Latvia, and Lithuania in August 2025. Estonia and Latvia later withdrew as the European Commission revised its funding mechanics, but Poland and Lithuania continued, and Czechia joined in November 2025 following a Warsaw meeting between Deputy Industry Minister Jan Kavalírek and Polish Deputy Digitalisation Minister Dariusz Standerski, which established joint working groups toward a combined application.

That consortium has kept moving this year. Lithuania signed a joint procurement agreement on 7 July, with Vilnius framing the partnership as proof that smaller European states can compete as AI hubs by pooling resources rather than going it alone. Poland followed with its own procurement agreement on 28 July, formally clearing the way to bid for one of the seven Gigafactory slots EuroHPC plans to award – split between four medium-scale and three large-scale facilities. Poland's government timetable now points to contracts being awarded in early 2027, with the facilities becoming operational in 2028.

A quiet boost for V4 cooperation

The dynamic already visible in the Czech Polish-Lithuanian bid has now been boosted by Hungary's accession. Joint working groups, coordination councils, and a private-sector network spanning hundreds of companies have produced more sustained cross-border coordination on this file than years of V4 political declarations managed on their own. With Slovakia's V4 presidency beginning this month listing digital and AI cooperation among its priorities, Hungary's entry gives the bloc a rare point of consensus that doesn't run into the rule-of-law and migration fault lines that have historically stalled it.
